The Bond Agency was founded in 1991 as Delmarva Underwriters, Ltd. an affiliated ageny of First Delaware Insurance Company, of Smyrna, DE, a commercial property and casualty company owned by the Foltz family. Delmarva Underwriters allowed First Delaware to expand their surety bond writings through a reinsurance fronting arrangement with Frontier Insurance Co, Frontier gave First Delaware access to A rated paper, multi-state licensing and increased US Treasury list capacity. In 1993, Clay Foltz acquired Delmarva Underwriters and relocated the firm to Dover, DE.
In 2005 a reinsurance fronting arrangement was created with Aegis Security Insurance Company of Harrisburg, PA giving The Bond Agency binding authority to underwrite surety bonds throughout the Mid-Atlantic region. Also at that time, Delmarva Underwriters name was changed to The Bond Agency to reflect its marketing focus on Surety Bonds for the construction industry. In 2009 the owners of The Bond Agency founded Delaware Surety Insurance Company to assume reinsurance on the bonds placed with Aegis. Since the formation of the Aegis reinsurance fronting program, The Bond Agency has bonded contracts totaling nearly $700 Million and produced written premium of $12 Million at below industry average loss ratios.
In addition to Aegis Security Insurance Co., The Bond Agency represents many of the leading writers of Surety Bonds for the Construction industry such as Travelers, Liberty Mutual, International Fidelity, CNA/Western Surety and Cap Speciality. In 2017 The Bond Agency bonded construction contracts totaling $100 Million, making it a leading economic development engine for contractors and small businesses throughout the region.
Since its founding, The Bond Agency’s focus was writing bonds for
small contractors, including many non-standard contractors that were underserved by the surety bond industry. However, The Bond Agency now provides bonding to many of the largest, most successful contractors in the region, many of whom obtained their first bond through The Bond Agency.
Meet our Team
CEO
Clay Foltz
Our fearless leader, Clay, started The Bond Agency in 1991 as an affiliate of First Delaware Insurance Company, when he recognized a need for a Surety Bonds Only Agency in Delaware that could help small contractors typically underserved by the market. He brings 35 years of experience in the Insurance Industry, as a Claims Manager, Underwriter, Agent, and Broker. He is a father of three, avid golfer, and enjoys hiking and kayaking. When he isn’t spending time outdoors, you can find him cheering on the Philadelphia Phillies and the WORLD CHAMPION Philadelphia Eagles! Clay’s favorite thing about working at The Bond Agency is helping a new contractor obtain their first bond, and working hard to bond over One Hundred Million Dollars in contracts each year. Clay is also best known around the office for playing “Africa” By Toto on Maximum Volume every Friday at 4:25pm to celebrate the end of the work week.
Vice President of Operations
Katelyn Foltz
Katelyn began working for The Bond Agency at a young age, helping with filing and answering the phones during the summer. If you asked her then if she would have a future career in Surety, her response would have been “What exactly is a Surety Bond?” After graduating with a Degree in Communication Sciences and Disorders from James Madison University in 2008 (Go Dukes!), Katelyn spent some time working in Retail Management before returning to The Bond Agency full time in 2011. Since then, Katelyn has worked her way up, and is now involved in every aspect of the business including Underwriting, Accounting, Staffing, and Training. In her spare time, Katelyn enjoys horseback riding, and surf fishing at Cape Henlopen State Park with her Husband Chris, and their Dog Avery, and watching the WORLD CHAMPION Philadelphia Eagles. During office hours, you will likely find her listening to Disney Piano music, and her favorite thing about working at The Bond Agency is getting to know our customers, and helping them navigate their unique bonding requirements. She also loves coordinating staff Birthday and holiday parties in the office.

Commercial Account Manager
Jamie Keppler
Jamie Keppler began her career at The Bond Agency in 2015 after a successful career managing the office for a Cardiac Surgeon. Her experience in that setting sharpened her attention to detail and customer service skills, and helps her provide thorough information to her clients in an efficient and clear manner. She enjoys cooking, going to the beach, reading mystery novels, and spending time with her family cheering on the WORLD CHAMPION Philadelphia Eagles. If you stop by Jamie’s office during the day, she will most likely be listening to True Crime podcasts while she works. (the scarier the better!) Her favorite things about working at The Bond Agency are the camaraderie with coworkers and the philosophy of work-life balance that is encouraged, as well as hiding pictures of Carson Wentz in Ryan’s Office.

Contract Account Manager
Ryan Havelow
Ryan has been the Account Manager in the Contract Department since 2017, and came to us after working for many years in the Construction Industry as a project manager, as well as experience working in the banking industry. His experience in both professions helps him provide exceptional service to his customers. Ryan is a father of two boys who enjoys doing anything outside, including snowboarding, mountain biking, target shooting, and heading to the drive on beach in the summer. He also enjoys spending time with friends and family, watching his son play soccer, and coaching little league baseball. Ryan’s music of choice during the work day is Sir Sly Radio, and his favorite sports team is the Dallas Cowboys (hey, no one’s perfect). His favorite thing about working at The Bond Agency is working with great people who have become great friends, and hanging pictures of the Cowboys’ Super Bowl Trophies in Jamie’s Office.

Surety Agent
Chris Dunn
Chris joined our team this year as a Surety Agent and will be responsible for visiting new and active Clients, and spreading the word about our fantastic programs. He has a strong background in Construction, with experience in site work, excavation, and pile driving, as well as doing Materials testing and Quality Control for a Paving Contractor and an independent testing company. He also grew up working for his families Electrical Company, and spent three years in the banking industry. Chris attended Wesley College, where he studied Business Management/Marketing and was a member of the golf team. Chris enjoys fishing, hosting dinner parties with his Wife Katelyn, Water fowl hunting with their Dog Avery, target shooting, and is a die-hard fan of Philadelphia Sports teams (especially the WORLD CHAMPION Philadelphia Eagles!). His favorite thing about working for The Bond Agency is forming relationships with our Customers and helping them to grow their businesses.
Administrative Assistant
Alec Foltz
Alec has been working for the Bond Agency since a young age. He began delivering Bonds to local customers as soon as he starting driving! Alec officially joined the staff in 2015 and helps with many different facets of the business, including bond processing, Accounting. and Marketing. Alec is a fan of all Philadelphia sports teams (including the WORLD CHAMPION Philadelphia Eagles), and attends games with his family and friends. In his spare time Alec is an avid golfer and enjoys the beach and the State Parks, and trying new Craft Beers. If you stop by Alec’s desk during the workday, you will most likely find him listening to the “Joe Rogan Experience” Podcasts.

Contract Administrative Assistant
Katrina Biter
Katrina joined our team in 2011 after many years of experience in Customer Service. She has a Bachelor of Arts from George Washington University, and currently manages Bond Close outs and job statuses for the Contract Department. She is most likely to be listening to Pop music throughout the day, and loves Fine Art and decorative painting. She has even been known to dabble in Animation! Katrina’s favorite part about working for The Bond Agency is working with a fun and upbeat group of people, and seeing the great projects that our Customers are building.

Marketing and IT Assistant
James Flood
James is the newest member of our team, and began working for us this year. His role includes assisting with marketing and helping to make sure our workstations are operating as efficiently as possible. James attended Delaware Technical and Community College for computer network engineering, and has multiple CompTIA certifications. In his spare time, he enjoys perusing local thrift shops and antique stores to find cool things. If you stop by his office during the day, you will probably find him listening to a Comedy podcast, or a British panel Show, and his favorite part of joining The Bond Agency Team is working with friendly coworkers, and the liberal use of Air Conditioning!

The cutest member of our Team, Avery can usually be found greeting customers that stop by our office and sleeping under Katelyn’s Desk. She enjoys smelling everyone’s lunches, going to the beach, swimming, and retrieving anything that you will throw to her.
